Transitional Puntland Electoral Commission is a public office
established in accordance with the articles 12, 13,14, 15 and Annex
1 of Puntland constitution. TPEC is currently engaged in
institutional establishment of its office and is willing to recruit
a competent Secretary General on the basis of the Terms of Reference
specified below. Major
Duties and Responsibilities:
In addition to the responsibilities listed in article 13 of the
PEC law, the incumbent is responsible for the following:
Maintain an up to date record of all official documents of the
commission including legal documents.
Participate in all sessions of TPEC and record the acts and
resolutions of the Commission. Ensure all PEC acts and resolutions
are duly signed by all members of TPEC.
Receive all petitions or demands made to the Commission by the
Political Parties, the government, or the citizens and announce the
date of their presentation.
Assist in the formulation of the TPEC’s overall strategies and
policies including the development and implementation of the work
plan for the Commission, while at the same time ensuring that
different TPEC departments are fully coordinated and the staff are
Ensure effective mechanism for monitoring and evaluation of
TPEC activities, including ensuring required data is consistently
collected, organized and submitted on time;
Prepare monthly progress reports based on inputs from various
Support TPEC training activities including development of
training programmes and manuals.
Assist in TPEC effort to develop effective civic and voter
education programmes aimed at increasing society’s level of
understanding of the electoral process.
Responsible for the coordination of the activities of the
regional and district electoral offices
Coordinate with TPEC the working relations between TPEC, the
Parties, Government, Legislative bodies and the CSOs
On behalf of TPEC, coordinate the activities of Local as well
as International Election observers.
Qualifications and Work Experience Required
University Degree in management, economics or social science,
masters degree is preferable.
At least 5-8 years of progressively responsible management
Proficiency in spoken and written English.
Proven written Somali Language Skills.
Acceptable knowledge computer skills
Creative team player with an entrepreneurial spirit that is
both creative and flexible.

Mature, Confident, tactful, participatory skills.
Integrity and respect for confidentiality
Ability to problem solve, prioritize and follow up (execution).
Solid understanding of current political, economic, social
conditions and historical context of Puntland.
